Halloween is live!
In case you missed it, on Monday of this week, the Rust 2020 Halloween event went live. Active on all servers till the update on November 5th, the event features Trick or Treating, NPC Mummies, and a whole bunch of spooky items. Also great, the new weather worked its way in also!

Telephones
A new mode of communication is imminent as telephones have been added to the game! Along with a phone which can be placed in your base, there are several phone booths now around the map which can also be used. With the ability to call numbers, save contacts and even browse a directory, telephones open up a world of new communication possibilities in Rust.
There’s even a passthrough socket that passes through power if the phone is ringing or in an active call. Here is some more information:

Taxi module
A new way of getting around is here! A Taxi module has been added to the game which allows players to pick up passengers, accept fairs, and deliver them to their destination. Always unlocked, this module allows passengers to enter even if the rest of the car is locked. Both driver and passenger can be at ease as there is a layer of glass between (and the taxi module has glass on all sides which will block some bullets).
There’s also a dropbox inside the taxi to allow passengers to easily hand their payment over.

Car cost balance
Owning and operating a vehicle in Rust is about to get much more affordable. With a slew of cost slashes across the board, the November update will come with a ton of game changers for auto ownership. The easiest way to communicate these changes is just to list them off, so here you go:
Reduced crafting cost of all car modules
Tier3 engine components are now researchable and craftable
Engine components no longer require HQM to craft
Reduced car lift crafting cost
Reduced lift power requirement (now 5)
Lowered scrap cost of vehicle parts from vendors

Car parts box
Further helping players to keep their cars running, the new car parts box can be found at various monuments around the map. It features a couple of car parts and some scrap generally.
Stables incoming!
Some changes to the map are on the way in the ‘save200’ branch. Along with a couple backported HDRP items, it appears the main feature of the save200 branch is the addition of Horse Stables. It appears as though they will spawn off the beaten path to be able to provide an adequate safe zone. Also, these stables will only spawn in the temperate biome.
Stables will be an NPC village where players will be able to park their horse, purchase some horse related goods, and maybe even a new horse! More on this once the save200 branch is merged in.
Edit: Save200 was merged in so Stables are live on staging! There are 2 per map (Ranch and Large Barn), they are safe zones, and you can purchase Horse Armor, Horse Shoes, and Saddles from the vendor. Once you have a Saddle, you can claim the horse of your choosing from the Stable selection. With this addition, the number of natural horse spawns has been reduced. Here are some pictures:

Lit torch now lasts the full duration of the night
A small amount of boats spawn procedurally again
Roadsigns now take collision damage from vehicles (drops metal pipes and road signs)
Techtree progress on the grouping system

Skull spike candle variant actually has lit candles at night
Improved search filtering when adding sell orders to vending machines. Filter text now prioritises name matches over descriptions and measures how accurate the match was when ordering results
Tweaked text spacing on the curved skull trophies, should make longer names more visible
Rustafied Halloween event this Sunday!
I’m happy to announce we’ll be running a special Halloween community event this Sunday, November 1st starting at 2pm EST. Two teams will face off against each other as they attack the others base and defend their own.
